How many zeros does a billion have?

9 right? (1,000,000,000) my bf disagrees.. He says that one billion has 12 zeros (1,000,000,000,000).. He's Mexican so does their billion have 12 zeros? We went through an entire debate on numbers and I'm just confused.. Help me out here?
