My stubborn dog wont play fetch?

my dog will not play fetch. i throw the ball, he gets it, brings it "back" but as soon as hes about to come to me and give it, he swerves out of the way and wont let me catch him. or sometimes he will come half way and just plop down. im almost tempted to take this personally. i don't know what t do about it, i think this is a control issue rather than a lazy dog.
